Nearly one year ago, President Joe Biden abandoned the Trump administration鈥檚 鈥渕aximum pressure鈥� campaign against Venezuela鈥檚 dictatorship by sending an official delegation to meet with Nicol谩s Maduro in Caracas. But Maduro鈥檚 corrupt regime has shown little interest in negotiating seriously with opposition leaders ahead of expected elections in 2024. Instead, it continues to develop alliances with other dangerous autocracies, such as Cuba, Iran, and Russia. This lack of diplomatic progress has further fractured Venezuela鈥檚 democratic opposition and disheartened its people, many of whom have fled to the US southern border.
