Earlier this month, the Pentagon released its new defense strategy against the backdrop of the ongoing war in Ukraine and as China ramps up its gray-zone campaign against America鈥檚 Asian allies. The strategy indicates that the Biden administration will rely primarily on threats of economic and diplomatic punishment, coupled with strategic capabilities, to deter aggression鈥攄espite the fact that this approach failed to stop Russia鈥檚 invasion of Ukraine.
