The Pentagon鈥檚 Joint All-Domain Command and Control (JADC2) initiative has the ambitious goal of enabling commanders to sense, understand, and manage operations among all U.S. forces, in all scenarios, and at all levels of war. But the U.S. Joint Staff鈥檚 top-down effort to implement JADC2鈥檚 universal scope could take decades and cost billions of dollars to complete. To integrate the kill chains needed to deter adversaries during the next decade, Pentagon brass may need to overhaul JADC2 and adopt a bottom-up approach that better exploits opportunities in experimentation and digital technology.
