American military, diplomatic, and intelligence operations are vital to our nation's national security. These operations rely upon a wide array of technologies, including for communications, surveillance, and navigation. These technologies in turn rely upon scarce radio spectrum rights that are increasingly in competition鈥攁nd even conflict鈥攚ith commercial uses, such as commercial GPS, satellite, and 5G wireless services.
