Kelly and Frederick M. Hess. Mssrs. Kelly and Hess, both resident scholars at the American Enterprise Institute, are among the nation's foremost authorities on K-12 and post-secondary education policy. Beyond Retrofitting â€� since published in final form as the first in a series of major research papers by Hudson’s Innovation Initiative, and available for download under the “Further Readingâ€� header elsewhere on this page â€� is a path-breaking proposal for structural and technological re-engineering of American higher education.
